Liaoning actively integrates into the “Belt and Road” to build a new pattern of opening up

Ren Rui, deputy director of the Liaoning Provincial Development and Reform Commission, introduced at the press conference that the development strategy of the Belt and Road Initiative is based on the current situation of the Party Central Committee with the general secretary Xi Jinping as the core and coordinating the international and domestic affairs. In recent years, Liaoning has earnestly implemented the Party Central Committee and the State Council's deployment and requirements, and actively participated in the construction of the “Belt and Road” and achieved remarkable results.

Mainly in the following six aspects:

The first is to promote the strategic integration with countries along the route. The Liaoning Provincial Party Committee and the Provincial Government attached great importance to Liaoning's participation in the construction of the “Belt and Road” and strengthened exchanges of high-level exchanges. The leading comrades met with foreign diplomatic envoys and important economic and trade groups in Germany and South Africa. The provincial government economic and trade delegation visited Singapore, India and Iran to carry out strategic docking, economic and trade negotiations and friendly exchange activities, and signed a number of cooperation projects. Successfully invited German Chancellor Angela Merkel and South Korean Prime Minister Huang Jiaoan to visit Liaoning Province to promote the construction of Sino-German high-end equipment manufacturing industrial park and strengthen China-ROK economic and trade cooperation. He has received delegations from friendly provinces and states such as Russia, France, Britain, South Korea and Mongolia to further promote practical cooperation between the two sides.

The second is to strengthen Liaoning Province's participation in the “One Belt, One Road” top-level design and overall deployment. The provincial party committee and the provincial government have formulated two programmatic documents, "Liaoning Province's Participation in the "One Belt and One Road" Implementation Plan" and "Liaoning Province's Participation in the "Belt and Road" Strategy "13th Five-Year Plan", and successively introduced the surrounding infrastructure construction plan. The international production capacity and equipment manufacturing implementation plan, the overseas security guarantee program, the country investment guide, and the “One Belt, One Road” project reserve and other special programs have made overall arrangements and overall layout for Liaoning Province to fully participate in the “Belt and Road” strategy.

Third, the international production capacity and equipment manufacturing cooperation has achieved positive results. The “Guiding Opinions on Promoting Equipment Manufacturing and International Capacity Cooperation in Liaoning Province” was issued, and the “Guidance Catalogue of Liaoning International Capacity and Equipment Manufacturing Cooperation Industry” was issued, and a key project base of international capacity cooperation was established, and the “Liaomeng Europe” was successfully won. Key projects such as the construction of large-scale transportation channels have been incorporated into the national “Belt and Road” plan for the Mongolian-Russian Economic Corridor. The Liaoning “going out” enterprise alliance was established, and more than 120 companies have joined to guide affiliated enterprises and related industries to the sea. Actively strive for state support, the provincial government and the National Development and Reform Commission have established a provincial and international cooperation mechanism for capacity and equipment manufacturing cooperation. Support a number of key enterprises and projects into the inter-country cooperation mechanism, help Yuanda Group to incorporate the energy cooperation mechanism of the China-Pakistan Economic Corridor, and join the Sino-Kazakhstan cooperation mechanism.

Fourth, breakthroughs have been made in the construction of three transport corridors. "Liaoman Europe" transportation channel: from Dalian, Yingkou, Shenyang, Panjin Manchuria to Russia and Europe, the land and sea transport railway corridor has opened the China-Europe container direct train, with Moscow, Warsaw, Ming Cities such as Skor, Kaluga and Novosibirsk have achieved point-to-point train transportation. In 2016, Liaoning Province’s Central European trains completed 32,200 TEUs, accounting for more than half of the outbound goods at Manchuria Port.

“Liaomengouou” transportation channel: the railway passage from Jinzhou Port and Panjin Port to the Qiaoba Mountain in Mongolia via the Zhuneng Dabuqi Port. The railway connecting lines in various sections of China have been basically completed. The 300-kilometer railway line in Mongolia is under construction. In the future, it will form the most convenient sea-going railway passage from the hinterland of eastern Mongolia to Jinzhou Port and Panjin Port, and promote cross-border economic cooperation along the line. .

“Liaohai Europe” shipping channel: Dalian Port has a new maritime shipping channel through the Bering Strait and the Arctic Ocean to Europe. The “Yongsheng” wheel of COSCO Shipping has realized the maiden voyage from Dalian Port to Rotterdam Port, and opened up a new strategic channel for economic and trade transportation through the northeastern northeast channel to Europe.

The fifth is to build a high-end open platform. In Liaoning Province, relying on the transformation and upgrading of the opening up economy, actively promote the Liaoning Pilot Free Trade Zone, Shenfu New District, Jinpu New District, Shenda National Independent Innovation Demonstration Zone, Sino-German (Shenyang) High-end Equipment Manufacturing Industrial Park, Dalian A number of open-ended strategic platforms, such as the Japan-Korea Circular Economy Demonstration Base. Overseas, through the promotion of the international capacity cooperation strategy, we have planned to build a number of overseas parks such as the Indonesian Nickel Mining Industrial Park, the Indian Special Transformer Green Energy Industrial Park, and the Sino-Russian Nikola Bonded Logistics Processing Park. Liaoning's industry “going out” of overseas investment carriers and frontier bases participating in international industry competition.

Sixth, the international humanities exchange work has been deepened. Promote friendly exchanges between provinces and sister cities, and deepen the friendly and cooperative relations between Liaoning Province and Russia's Irkutsk Region and Mongolia's Sukhbaatar Province. Strengthening foreign cultural exchanges and cooperation, Liaoning successfully held the "Chinese Character Development History Picture Exhibition" at the Chinese Cultural Center in Moscow, and went to Mongolia and Russia to hold the "Damei Liaoning" fine art exhibition exchange activities, and exchanged visits to the National Daegu Museum in Korea. With the cooperation of education, the total number of international students in the province's colleges and universities in 2016 was 24,000, and it continued to maintain the national forefront level. Among them, about 1/3 of the students from the countries along the “Belt and Road”. We will promote the internationalization of education and send more than 100 Chinese teachers and volunteers to countries along the “Belt and Road”. More than 30 universities in the province have established long-term exchanges and cooperation with Russian universities. Deepen tourism cooperation and establish cooperation and exchange mechanisms with India, Pakistan, Romania, Czech Republic and other countries. Participated in the United Nations Planning Department's Datu travel cooperation project to promote the implementation of China-Russia, China-Mongolia tourism projects.

Wang Guangli, deputy director of the Liaoning Provincial Department of Commerce, said that in 2016, Liaoning Province had 54 overseas investment projects along the “Belt and Road”, with Chinese investment of 1.379 billion US dollars, accounting for 34% of the province's total investment in the same period; foreign trade exports 13.25 billion US dollars Imports of 10.69 billion US dollars accounted for 30.8% of the province's total foreign trade exports and 24.6% of total imports. Wang Guangli said: In 2017, in accordance with the overall arrangements of the provincial party committee and the provincial government, we will continue to implement the relevant requirements of the “Belt and Road” and accelerate the following five key tasks:

First, focus on cultivating the “going out” flagship enterprise and expanding the export of independent brands and high value-added products. Promote the CNC machine tools and power transmission and transformation equipment of Shenyang Machine Tool and TBEA Shenchang Group to go abroad; improve the international market share of advanced rail transit equipment of Dalian locomotives and Shenyang Railway Signals; encourage the establishment of key enterprises such as Shenyang Yuanda Group Overseas R&D, production and marketing systems; support Dalian Huarui Heavy Industry Group, Shenyang Xinsong Robot and other enterprises to expand international market space. Accelerate nuclear power equipment, coal chemical complete sets of equipment, new materials manufacturing processes and equipment and other independent brand products into the international market.

Second, taking the construction of the Pilot Free Trade Zone as an opportunity to focus on port construction and improve the level of trade facilitation. Apply for the establishment of the Yingkou Comprehensive Bonded Zone to strengthen the functions of port trade, entrepot trade and international logistics services. Accelerate the construction of the multi-modal transport customs supervision center, promote the development of the Eurasian land-rail transport and sea-rail combined transport between Dalian and Yingkou, and enhance the international competitiveness of logistics enterprises. Actively encourage and support the establishment of “overseas warehouses” and exhibition centers to provide a new platform for expanding exports.

Third, actively expand imports. Promulgated and organized the implementation of the work plan to expand imports and prosper the consumer market in the province. Actively strive for state support, deepen cooperation in military trade enterprises, and promote the development of project contracting to bundled foreign aid projects. We will continue to carry out investment promotion work for countries along the “Belt and Road” and implement various forms of “going abroad”.

Fourth, create new export advantages. Formulate a work plan for key country planning for international capacity and equipment manufacturing cooperation, and promote the “one province, one country” docking work mechanism. Accelerate the cultivation of new formats such as cross-border e-commerce, foreign trade comprehensive service enterprises, professional export bases, domestic and foreign trade combined markets and overseas warehouses. Support qualified cities to strive for national service outsourcing demonstration cities.

Fifth, take the construction of overseas industrial parks as a carrier to promote the “going out” of Liaoning equipment. Promote the upgrading of existing overseas industrial parks to national-level overseas cooperation zones, and guide enterprises to coordinate the layout of overseas industrial parks. Promote the establishment of Liaoning International Capacity and Equipment Manufacturing Cooperative Industry Investment Fund to solve the financing difficulties and financing problems faced by Liaoning enterprises in the process of “going out”.
